How can you edit the length of a youtube video that has been uploaded into presenter?

Not quite sure what you mean. Are you using the 'insert web video' option to play/stream a YouTube video in your service? If so, there is not a lot you can do about editing it.
But if you have previously downloaded it and saved it into the media library, there is a very simple way to adjust the length. One of the editing options, either when you insert the video into your service, or if you edit it later is, to set the 'in/out' points (that is, seconds from the actual ends of the video). Unfortunately, this does not appear to be covered in any of the documentation, and I cannot attach a screenshot into the forum here.
